President Donald Trump confronted Maine Gov. Janet Mills, a Democrat, over her refusal to comply with his executive order (EO) banning transgender women from competing in women’s sports.
The heated exchange, which took place during a National Governors Association (NGA) event, highlighted the growing national divide over the role of biological sex in athletics and the federal government’s authority to enforce its policies. During the NGA event, Trump directly challenged Mills, asking if Maine would comply with the order.
When Mills responded that she would follow state and federal laws, Trump fired back, “Well, we are the federal law.” He warned that Maine would lose federal funding if it refused to comply, adding, “Your state’s population doesn’t want men playing in women’s sports.”
Mills pushed back, telling Trump, “We’ll see you in court.” Unfazed, the president retorted: “That should be a real easy one. And enjoy your life after governor, because I don’t think you’ll be in elected politics.”
The governor of the Pine Tree State later reiterated her remarks in a statement. She declared that Maine would not be intimidated by the president’s threats and promised to take legal action if federal funding is withheld. Mills’ defiance reflects a broader resistance among Democratic leaders, who argue that the order discriminates against transgender individuals and infringes on states’ rights.
At the heart of the dispute is Trump’s recent executive order, which directs the Department of Education (ED) to enforce Title IX – a federal law prohibiting sex-based discrimination in education – based on biological sex. The order also threatens to withhold federal funding from schools that allow transgender women to compete in female sports.
Trump has framed the directive as a necessary step to protect the integrity of women’s sports, arguing that biological males have inherent physical advantages that undermine fair competition. Even more so, the EO is a fulfillment of a campaign promise. During his 2024 campaign, Trump frequently criticized policies allowing transgender women to compete in female categories. Supporters of Trump’s order argue that it ensures fairness for female athletes, who could be disadvantaged by competing against individuals who were born male. Critics, however, contend that the order targets a tiny minority of athletes – fewer than 10 out of 510,000 collegiate athletes as per NCAA president Charlie Baker – and perpetuates discrimination against transgender individuals.
The Maine Principals’ Association, which governs school sports in the state, has already stated that it will continue to allow transgender girls to compete, citing state law. This sets the stage for a potential legal battle between Maine and the federal government.
Shortly after the confrontation, the federal ED announced it was launching an investigation into the Maine Department of Education over potential violations of Title IX. The probe will examine allegations that Maine schools are allowing male athletes to compete in girls’ sports and denying female athletes access to female-only facilities.
The clash between Trump and Mills is part of a larger national debate over transgender rights. More than two dozen states have already enacted laws barring transgender athletes from participating in school sports, while others have taken steps to protect transgender inclusion. The issue has become a flashpoint in the culture wars, with both sides framing it as a matter of fairness and equality.
